Maharashtra Industrial Development Corporation (M.I.D.C) was established under The Maharashtra Industrial Development Act as a separate corporation on August 1, 1962, to promote & assist in the rapid and orderly growth and development of industries in the State of Maharashtra.
Modules Implemented
SOR Management, Estimation Management, Approval and sanctions, Tender Management with e-tendering, store management, billing management, and MIS.
Objective
The objective of the project was to provide efficient service to the current and future investors, employees, and other Govt. Agencies by implementing IT systems to enhance the effectiveness of MIDC’s processes.
Project Description
Works Management System (PWIMS), implemented in MIDC is the flagship project and is among the best model for any Industrial Development Authority in India for providing various services to the common citizen. PWIMS is a centralized web-based application to be accessed by all the users (officials of MIDC) across the state. This project is successfully implemented in MIDC Mumbai head office and rolled out in 466 locations across Maharashtra. Currently, 4000 users are working through the system. The scope of work included designing, developing, and implementing the Works Management System with the above-mentioned Modules, rolling out of the application in all offices of MIDC, and post-implementation support along with change management.
Issue and Challenges
There were several issues and daunting challenges that MIDC sought to overcome and decided to go for a complete ERP system for integrating various departments. One of the challenges was the automation of the engineering department (E&MD) of MIDC which deals with Core Engineering, complex and time-consuming process for Preparation of Estimates and administrative and technical sanctions of estimates, maintaining the Schedule of rates (SOR) for their zones and revised every year, ensuring transparency in the tendering process, maintaining measurement book and approval of billing and most importantly provisioning a decision-making system that provided alerts and reports covering all areas of its operations.
Solution
SoftTech implemented its proven e-Governance product PWIMS and customized it to provide the solution for the engineering functions including SOR Management, Estimation Management, Approval and sanctions, e-tendering, Store management, billing management, MIS, Maintenance Module. WMS is seamlessly integrated into Microsoft Dynamics Finance, inventory, and purchase modules. WMS is also integrated into the Portal of MIDC for providing a dashboard for interfacing with internal stakeholders (Engineering Staff) and external stakeholders (Bidders and Suppliers). The system provides a graphical Dashboard for decision support, which can be accessed through the Portal. The WMS at MIDC has significantly enhanced MIDC’s responsiveness to its customers, its ability to monitor various aspects of its services, and creating significant accountability and transparency in its operations.
