Thane Municipal Corporation was established in the year of 1982. The population of the city is 18, 18, 872 (Ref. 2011 census). The area is 128 sq. km. The number of wards is 65.
The city of Thane is situated on the western banks of Thane creek, with Parsik Hills on the east and Yeour hills on the west. This has also acted as an impetus for the development of local and international trade since prehistoric times.
The municipal corporation consists of democratically elected members, is headed by a mayor, and administers the city’s infrastructure, public services, and police. Members of the state’s leading political parties such as the Nationalist Congress Party, Indian National Congress, Shiv Sena, Bhartiya Janata Party, and the Maharashtra Navnirman Sena hold elected offices in the corporation. The TMC has jurisdiction over the towns of Kalva, and Mumbra-Kausa.

Objective
Main objectives behind the implementation of AutoDCR are:
- To Implement Development Plan for Thane City.
- To give approvals to Building / Development Plan or Proposal as per sanctioned Development Control Rules.
Project Description
AutoDCR Solution has been implemented for the Building Plan department, TMC to have a smooth proposal submission, scrutiny of the drawings, incorporate all the necessary information, track the proposal, and finally the approval of the proposal. At TMC, AutoDCR has been integrated with the GIS system. The citizen search module also has been integrated for a smooth track of the proposals by citizens themselves.
Issue and Challenges
There were several issues and challenges that TMC sought to overcome and decided to go for a Building Plan Approval System for the Town planning department.
- Authorities engaged were interpreting the rules as understood them thus allowing a lot of subjectivity in the interpretation
- The time-consuming process as it involved multiple handoffs
- Malpractices were unavoidable due to a lack of standardization
- No standard process for determining the efficiency of the staff
Solution
SoftTech has implemented the AutoDCR system in TMC for the Building Plan department and this system has been successfully rolled out in all zones and ward-offices across Thane and currently has 170+ users using the system.
